Why President Museveni sacked ministers

KAMPALA – President Yoweri Museveni announced a new cabinet, dropped nineteen ministers and brought new faces on board. The new development comes after Jacob Oboth Oboth was elected as the Speaker of Parliament, replacing Anita Among, being investigated on corruption-related cases.
Several people from Teso have expressed no kind words for the trouble Among for enriching herself, ignoring her community.
“She was busy buying expensive vehicles for herself and her boyfriend (Magogo, FUFA President). Let her die in her own movie,” said one irritated resident from Bukedea who requested not to be named.
Among recently bought a new Rolls-Royce Cullinan 2025 model valued at £440,000 (Shs2.2 billion) and an 800 million Range Rover for the boyfriend as a birthday present. She also has a Range Rover Vogue, a Mercedes-Benz G-Wagon and a Lexus LX 600 all known for their elegance, performance and comfort. Each is fitted with top-tier security and customized interiors, according to people familiar with the collection.
Tomas Tayebwa, the Deputy Speaker, retained his slot amidst public concerns as to why his boss was axed, and he remained safe.
On her X handle, Dr. Winnie Byanyima, executive director of UNAIDS, challenged Tayebwa to step aside and allow an independent investigation into corruption allegations within the parliament.
She questioned, “Why did he not vacate his office alongside former Speaker Anita Among, warning that remaining in power could interfere with evidence?”
Second Deputy Prime Minister and Deputy Leader of Government Business in Parliament Dr. Crispus Walter Kiyonga has replaced Gen Moses Ali, who is not in good health. Dr Kiyonga has made a comeback after having led a campaign that won Rwenzori Sub region from Forum for Democratic Change, an opposition party.
Minister of Foreign Affairs, Gen Jeje Odongo was replaced by Uganda’s Representative to the United Nations Amb. Adonia Ayebare an experienced cadre in diplomatic engagement. Gen Odong’s trouble emerged in 2024 when reports indicated he used Uganda’s consulate in Dubai, United Arab Emirates (UAE) as a casino.
In the recently concluded elections, one person was shot dead, and others were injured, allegedly by one of his guards, a matter that analysts say tainted his image to the appointing authority.
Minister of Energy and Mineral Development docket has been taken by Dr. Monica Musenero Musanza from Ruth Nankabirwa, who was overseeing the distressed Uganda Electricity Distribution Company. Over one year after taking over from Umeme, a South African private company, the Ministry of Energy fired the top managers of the company.
Nankabirwa sacked the UEDCL Board Chairperson, Ms Lydia Ochieng-Obbo, while the Managing Director, Paul Mwesigwa, was sent on forced leave.
There were reports of the Ministry of Energy officials attempting to front a private company to enter into a joint venture with UEDCL to manage the utility, due to power blackouts
Henry Musasizi takes over the Ministry of Finance, Planning and Economic Development from Matia Kasaija, 82 years old, who is tired and looking towards retirement. Recently, Musasizi has overshadowed Kasaija always seen on the floor of parliament answering queries from legislators and making presentations.
Minister of State for Works and Transport, Works Mr. Siraji Musa Ali, son to Gen Moses Ali replaced Musa Ecweru, who was recently beat the clergy.
The Bishop of Soroti Diocese, Rt. Rev. Kosea Odongo expressed shock at reports that the Minister of Disaster Preparedness beat up, and wounded the clergy.
It is reported that Ecweru, assisted by his bodyguard, identified as Juma Odiope, assaulted the three clergymen accusing them of encroaching on his land located at Wera Town Council.
The beaten churchmen are Rev. Simon Peter Olato, the Parish Priest of Wera Church of Uganda and his two lay readers, Benjamin Otasono and Simon Peter Eriku of Aten and St. John churches, respectively.
Minister of State for Foreign Affairs, International Affairs Calvin Echodu, has replaced Okello Oryem, a long-serving minister on the diplomatic docket. Echodu has high connections with the United States of America and could improve Uganda’s relationship with the superpower.
Dr Lawrence Muganga, an ICT guru, takes over from Gen David Muhoozi as State Minister for Internal Affairs to strengthen the ministry’s ICT capacity.
Balaam Barugahara is also now Minister of Local Government who has a task to mobilize the public with emphasis on Parish Development Model cash.
