KAMPALA – The Kampala City Hall Court has remanded 10 teachers to Luzira Prison over alleged malpractice during the 2026 Primary Leaving Examinations (PLE), as investigations into the suspected irregularities continue.
The teachers appeared before Senior Principal Grade One Magistrate Nicholas Aisu on Friday evening, but the prosecution sought an adjournment to complete investigations, particularly outstanding forensic examinations.
State Attorney Benjamin Amanya told the court that investigators were yet to finalise forensic inquiries and resolve outstanding issues before the prosecution could proceed. The magistrate granted the request and remanded all 10 accused until November 19, 2026, when the case is expected to return to court.
The accused face various charges under the Uganda National Examinations Board Act, including examination malpractice, unauthorised possession of examination papers, destruction of examination materials, trespass and neglect to prevent a felony. All have denied the charges.
Five of the teachers, Enyeni Paul, 44; Etok James, 57; Wandera Raphael, 29; Semalulu Godfrey, 40; and Nduhukire Ivan, 36, are accused of unlawfully possessing the 2026 PLE Mathematics examination paper on November 3. According to the charge sheet, the alleged offence occurred at Hormisdallen Primary School in Kamwokya, Kampala, and other parts of the country.
Enyeni, Etok and Semalulu are teachers at Hormisdallen School in Kamwokya. Wandera teaches at Mastered Seed School in Lwengo District, while Nduhukire is attached to Rise and Shine Primary School in Nakaseke District.
Waibi Emmanuel, 31, a teacher at Nakyenyi Secondary School in Lwengo District, faces a charge of neglecting to prevent a felony. According to the prosecution, Waibi was serving as chief invigilator at Mastered Seed Primary School in Lwengo District when he allegedly became aware that Nduhukire was unlawfully in possession of the 2026 PLE examination paper inside the examination room.
Acio Gloria, 34, and Nantongo Judith, 51, both teachers at Daffodils Primary School, are accused of unlawfully providing candidates with written answers to the 2026 PLE Mathematics examination on the same day.
Meanwhile, Kasango Bumali, 43, a teacher at Desire Primary School in Mayuge District, faces a charge of wilfully or maliciously destroying examination materials. The prosecution alleges that on November 3, 2026, at Ndangoro Primary School in Rubirizi District, Kasango destroyed a delivery envelope containing Mathematics examination scripts for the PLE.
The other is Mirembe Lydia, 38, a teacher at Tawhid Primary School in Kisenyi, who is separately accused of trespassing into examination premises at Hormisdallen Primary School in Kamwokya during the conduct of the examinations.
The prosecution alleges that despite this knowledge, Waibi failed to take reasonable steps to prevent the commission of the offence. The charges stem from alleged irregularities in the administration of the 2026 PLE, raising concerns about the integrity of the national examinations.
The teachers will remain in custody at Luzira Prison until November 19, as the prosecution continues investigations into the alleged examination malpractice.
